Early in the morning on july 3, 1985, a passerby noticed a man lying in a landscaped area next to the portland fire bureau on sw ash and front avenue. Police responded to find the victim, ye nashwood billy, a 59- year-old native american man, deceased. An autopsy revealed that mr. Billy had died as the result of blunt force trauma. Ye nashwood billy was a known transient in the southwest and northwest portland area who was a known chronic alcohol user and possible drug user. Mr. Billy had no known enemies.

On may 28, 1988, xuong “tom” chau, a 28-year-old vietnamese man, was working in the back room of tom’s hock shop on the 500 block of se 82nd when two asian, likely vietnamese, males entered the store at approximately 10:30 am. One of the males entered the back room and shot xuong. Mr. Chau’s mother witnessed the shooting. Mr. Chau was transported to an area hospital and died soon after from his wounds. Xuong “tom” chau was the owner of tom’s hock shop. It was reported that stolen items and illicit drugs may have been sold out of tom’s hock shop on occasion. The two unidentified asian males have been described as being in their early to mid twenties with small builds. These two males also stole a small amount of jewelry from the jewelry case within the store.

In the early morning hours of june 5, 1983, a friend of harold penland’s, who was known to everyone as willy nelson, came to willy’s residence . This friend found the screen door shut, but the interior door open. After knocking repeatedly, honking his car horn and trying to contact willy on the phone, this friend entered the home he found willy and his wife, laura penland, shot to death. Willy’s neighbors told police that he would have many visitors throughout the day and night that would stay for a short period of time. Willy’s house was fortified; it had bars on the windows and doors. There was no sign of forced entry into the house. Given that willy was security conscious, it is possible that he allowed entry to his residence to someone that he knew. Robbery may have been a motive for the perpetrator. Investigators believe that numerous people have information about these homicides that could result in a break in the case.

On november 15, 1996, at approximately 8:30 p.M., willie banks jr, a 19-year-old black male, was driving in his car with his girlfriend in the area of ne 15th and prescott. They decided to stop at a local grocery store. Mr. Banks went into the store to make a purchase and upon his return, discovered a subject talking to his girlfriend, who was still seated in the car. Apparently, words were exchanged between this subject and mr banks. A single gunshot rang out and mr. Banks died at that location. Mr. Banks was not armed. Witnesses at the scene describe the suspect as a black male,5’11”, 165 lbs. This subject has not been identified. Detectives believe that the shooter is known to a number of people, but these people refuse to cooperate. Over time, attitudes about incidents like this can change. Investigators would like to encourage these witnesses or anyone with information about this homicide to step forward and share the information that they may have.

Wilbur jones resided in an apartment on the 6800 block of ne union avenue (now martin luther king, jr. Boulevard). On the early afternoon of june 16, 1975, the apartment manager knocked on mr. Jones’ door. When he did not answer, the manager entered the apartment to find mr. Jones deceased and the residence in disarray. Police responded and discovered that mr. Jones, a 58-year-old white male, had been beaten and died from traumatic neck injury. Wilbur jones was reported to have drunk excessively and was in poor general health. He required either a wheelchair or a walking cane in order to aid him walking. He was reported to have associated with known prostitutes. A neighbor reported seeing an unidentified african-american man at the door to his apartment at approximately 12:30 that morning. He has been described as being 6 feet tall, weighing approximately 180 pounds, with medium-length black hair and a small mustache. He was reported to be wearing black trousers, black shoes, a black, wide-brimmed hat, and a suit coat length yellow leather jacket.

At approximately 6:30 am on the morning of june 14, 1993, a man driving to work saw what appeared to be a man sleeping in the bushes near ne 33rd and marine drive. The man drove down to the location of the body and saw that the victim was dead. The victim, warren james ogden, a 44-year old african-american man, had died as the result of apparent stab wounds. Mr. Ogden was last seen just after midnight by an acquaintance in the area of ne stafford and rodney. Mr. Ogden’s late model, dark blue honda accord was found later that day in the area of ne 8th and holman street. Warren ogden was unmarried, lived alone, and had no record of criminal activity or drug use. It was reported by many that mr. Ogden dated multiple women at a time, some he met through dating services and personal ads.

The victim was last seen alive on december 13, so the exact time of death is not known. The crime scene indicated that forced entry was made into his residence. Vernon anton was a 57 year old, single white male, who rented a room at the location. He worked as a musician and bartender but at the time of his death he was unemployed. He was known to frequent taverns in the area to include the backstabber, 5 spot, the kort haus, the nightcap and the glass house. There was no indication from the interviews of mr. Anton’s associates that he had any enemies or had received any prior threats.

N july 22, 1993, residence heard a single gunshot near the 5900 block of n. Haight avenue and discovered a man down on the curb. Police were called and officers discovered the victim, tyrone jones, a 27-year-old african-american man, had died from a gunshot wound. Tyrone jones had been employed at a gas station near the time of his death and was reported to have been dealing small amounts of marijuana. Mr. Jones was reported to be an associate of a local blood gang, but was not actively participating in gang activities prior to his death. Mr. Jones’ vehicle was found 3 days later less than a mile away from the crime scene.

On may 11, 1994, at approximately 1:20 a.M., tyrone marquette hayes was in his bedroom in the 5800 block of ne killingsworth street. Tyrone and his girlfriend were talking when shots rang out from the street. As tyrone stood up, he was shot in the head. 911 was called, emergency personnel responded and tyrone was transported to a local hospital. Responding police officers located numerous bullet strikes to tyrone’s residence. Two vehicles parked in front of the residence also suffered damage from bullet strikes. Investigators believe the gunfire originated from the street in front of tyron’s residence, and was a classic drive-by shooting. Tyrone’s girlfriend was unharmed. Tyrone’s mother, who was sleeping in another bedroom in the residence, was also unharmed. At the hospital, tyrone had surgery and was in critical condition. He later died as a result of the bullet wound to the head. Neighbors reported seeing a dark blue or black vehicle hurriedly depart the area. Investigators have been unable to determine if the occupants of that vehicle were responsible for tyrone’s death. The investigation continues.

On august 28, 1993, a party was being held on the 500 block of ne 80th that was being attended by various youths of vietnamese descent. At approximately 10:30 pm, a passenger in a red van began firing at a group standing outside the party. Tien hoang truong, a 19-year-old vietnamese man, was struck and died at the scene. Tien hoang truong was from seattle and was a member of a vietnamese gang out of seattle that had close ties with a local vietnamese gang. The passenger of the red van who shot at the group has been described by witnesses as being a vietnamese man, 5 foot 3 inches tall, approximately 140 pounds with black hair. The van has been described as being a 1979 chevrolet van, red in color with yellow stripe.

On january 19, 1989, officers responded to 4509 sw vermont street, apt#1, on the request of a welfare check. Upon officers arriving at the location, they found the apartment to be locked. Officers contacted the manager of the apartment complex and he was able to gain entry into the residence. Upon entering the apartment, they found the victim, thomas patrick ryan, a 42-year-old, white male, deceased due to homicidal violence. Mr. Ryan’s vehicle was missing from his apartment and it was believed that the suspect may have taken it. The vehicle, a 1979 chevrolet monte carlo, brown two-tone in color, was found in washington state directly across from umatilla, oregon, where the vehicle was last seen. A possible suspect driving the vehicle was described as being a white male, 20 years of age, about 5’8” tall, about 140-150 pounds with a slender build, with red hair and a red beard. The cold case unit would like anyone with information regarding this case to contact them.

On october 13, 1999, at approximately 4 am, 911 received calls from occupants of homes in the 6200 block of n. Kerby avenue regarding shots fired. Portland police officers responded to that location and discovered a white mazda 323 parked at the curb. The responding officers noted that the passenger door of the vehicle was open and they could see that a person was in the driver’s seat. Upon further investigation, the officers discovered that the person in the driver’s seat was secured there with the vehicle shoulder and lap belt. They could also see that this person was deceased. Homicide detectives were called and responded to the scene. Homicide detectives also observed that the passenger door of the vehicle was open. They noted that the driver's side door window was shattered. The detectives were able to determine that the victim was terrence andre norris, a 28-year-old african-american man. He was wearing a red hat, a dark blue coat, light blue sweatpants and tennis shoes. An autopsy determined that mr. Norris died of multiple gunshot wounds most likely originating from the passenger seat area of the vehicle.

Mount out of the river they determined that he had died from homicidal violence. Witnesses have reported mr. Mount may have had an argument with two hispanic males the night before the homicide; however, there were no physical descriptions regarding the subjects. On july 22, 1999, a janitor working at cherry park school at 1930 se 104th avenue observed the victim lying on the playground area at approximately 6:55 am. The victim, ram singh, a 16-year-old pacific islander male, was found to be deceased and the janitor called 911. An autopsy revealed that ram singh had died of a gunshot wound and was shot sometime the night before being discovered. Ram singh had attended several alternative schools in the portland area and was rumored to be associated with an area gang. It is rumored that the area in which ram singh was found was a frequent meeting place for area teenagers.

On monday, june 24, 1991, phillip john rodgers, originally from grants pass, or, and two women friends, had been drinking at a going away party. That night, mr. Rodgers and the two friends left to drive to old town, possibly in an effort to buy drugs. At approximately 10:55 pm, when mr. Rodgers stopped his 1982 maroon datsun station wagon at nw 5th avenue and glisan street, he began arguing with two hispanic men. Mr. Rodgers then exited the vehicle to confront one of the hispanic men, who subsequently stabbed mr. Rodgers twice in the chest. An ambulance was called and mr. Rodgers died in the ambulance. Witnesses described the suspect as a hispanic man, 25 to 26 years of age, 5 foot 6 to 5 foot 8 inches tall with shoulder-length black hair and stocky build. He was wearing a white t-shirt with a black waist length, leather-type jacket and white high-top shoes.

On may 19, 1980, a young girl was walking on the 100 block of ne sacramento at approximately 8:00 in the morning when she discovered someone lying in the weeds of a vacant lot on the south side of the street. She ran to a nearby house for someone to call 911. Police responded to find narciso fierro, a 42-year-old hispanic man, deceased in the vacant lot. An autopsy revealed that mr. Fierro had died from apparent stab wounds. Narciso fierro was homeless at the time of his death and was known to be a heavy drinker. He lived and frequented bars in old town and the lower east burnside street area. Mr. Fierro was wanted for auto theft at the time of his murder. Mr. Fierro was last seen at approximately 8:00 pm the night before near the lower east burnside area.

On september 28, 2000, at about 3:15pm, a father and his adult son were together at a vehicle parked outside a relative’s residence in the 4700 block of n. Congress avenue. Various witnesses saw a suspect approach the father, myron dean govan and his son, darius mendel martin, open fire on them and then run from the scene. Mr. Govan was pronounced dead at the scene. Mr. Martin was transported to emanuel hospital, where he died several hours later. The suspect was described by the witnesses as an african-american male, 20-30 years old, 5’9”-6’ tall, 180-200 pounds with either a short afro or his hair pulled back and wearing gloves. The victim’s had just left the relative’s residence and there was no indication of a dispute between them and the suspect before the shooting. A vehicle possibly associated with the suspect was described as two-tone, silver over dark blue ’85 – ’87 chevrolet astro van. There were multiple witnesses who saw the suspect before the shooting and running from the scene. The detectives who investigated the homicides believe there are people in the community who know who the suspect is and why he shot the victims. The family and loved ones of myron govan and darius martin are still waiting for answers and justice.

At approximately 4 a.M. On the morning of august 6, 1999, 22-year-old michael angelo hernandez was seen by multiple witnesses arguing with at least one african-american male at the intersection of ne mallory and failing street. Shots were fired and mr. Hernandez was found deceased shortly after the shots were heard. Two african-american males were witnessed leaving the scene shortly after. Mr. Hernandez has been reported to have been a known drug dealer with a criminal record related to drug and gang activity. One of the males was described being in his early 20s at the time of the shooting, 5 foot 8 to 5 foot 11 inches tall with light brown skin. The other male has been described as slightly taller than the other male while having a more stocky build with dark skin and a shaved head. It is possible that the argument between mr. Hernandez and the african-american males may have been over drugs or a woman.

At approximately 7:20 pm on may 2, 1989, an unidentified white male transient alerted a café employee near the intersection of se 2nd and oak street that there was a deceased person on the railroad tracks. Police were called and found the victim, melvin longie, a 51-year-old american indian, deceased on the railroad tracks on the 100 block of se oak street. An autopsy revealed that mr. Longie had died from multiple stab wounds. Melvin longie was a known transient and had a record relating to “transient” type crimes. Several witnesses reported that a white man, approximately 35 years of age, had stated that he had killed a man in the days following mr. Melvin being murdered.

The victim, marcus catrell jones, a 23-year-old, african-american male, was pronounced deceased by paramedics at the scene due to an apparent gunshot wound.

Mr. Gaston, a 27-year-old african-american man, began to flee when the driver and sole occupant of the vehicle began firing at him. He was hit several times and died at the scene. Lonnie gaston was a former los angeles crips gang member and was reported to be selling drugs in portland near the time of his death. Mr. Gaston was not involved in gangs here in the portland area. The driver of the vehicle has been described as an african-american man, 5 feet 9 inches tall, heavyset with a mustache. Police believe that there were several witnesses at the scene and would like them to come forward with any information that they may have.

On september 12, at approximately 4:00 pm, friends came over to her apartment on the 9400 block of n. St. Louis avenue to check on her and discovered that ms. Halpin had been strangled. Ms. Halpin, a 59-year-old white woman, was a widow and manager of the apartment complex she resided in. Ms. Halpin had no criminal history with no reported drug use and no known boyfriend. She was last heard from on september 8 at approximately 5:00 pm.

On september 7, 1988, while walking across the hawthorne bridge, a young woman smelled something decomposing. She looked down off the bridge and observed what she thought to be the arm of a person below, beneath the south edge of the se water ave on/off ramp at the east end of the hawthorne bridge. The police were contacted and discovered the partially decomposed body of a male, who was later identified as lenoed joseph santiago. Lenoed joseph santiago, a 49-year-old gay hispanic male, was 5’6:, 136 lbs, and was a sailor and civilian employee of the us navy. He was assigned to the ship, the usns andrew j. Higgens, which was in dry dock on swan island. He was last seen alive by his shipmates leaving the ship on august 16, 1988. At that time, he was supposedly carrying a considerable amount of cash. An autopsy determined that mr. Santiago died of a severe beating. Numerous bones in his body were broken and there was a significant amount of blood spatter where mr. Santiago’s body was recovered. There was no cash on his person when the body was discovered. A person of interest at the time, matthew delbert loehr, was interviewed by investigators, admitted knowing mr. Santiago, but denied complicity in his death. According to relatives of mr. Loehr, mr. Loehr did come into some unexplained money around the time mr. Santiago could have been killed. Mr. Loehr has since died as a result of a drug overdose. Investigators would like to talk to acquaintances of mr. Loehr to determine if he ever said anything to anyone about mr. Santiago, mr. Santiago’s death or the death or beating of anyone.

On june 27, 1994 at approximately 8:30 pm, lavell clayton thomas, whose street name was “twin,” was found laying in the street on sw 2nd ave between sw burnside and ankeny. “twin” had been stabbed. Paramedics were on the scene immediately but could not resuscitate “twin.” “twin” died there on the street. “twin” was a 39-year-old african-american man who frequented the old town area. He had a criminal record and was known to use drugs. Just prior to his death, “twin” was seen with two white males in what appeared to be a drug deal. After the stabbing, these two males could not be located. There were numerous witnesses to this incident. The suspects were described as: #1, white male, 30’s, 6’1”, scruffy brown hair. #2, white male, 30’s, 5’9”, brown or black hair over the ears. A witness believes that suspect #1’s first name is dale. Both suspects would now be in their 40’s or early 50’s. Neither has been positively identified at this point. Investigators believe that numerous people know the identities of the suspects.

Minutes before midnight, multiple gunshots rang out and her friend ran to find lachelle, a 27-year-old african american female, shot to death on her living room floor. Her friend then ran to a neighbor’s and called 911. Ms. Banks was reported to be employed as an exotic dancer with multiple police contacts and may have been involved in drugs. Ms. Banks worked in alaska prior to returning to portland. After exploring numerous leads, police believe motive for this homicide may be related to money owed by the victim or it could be a case of mistaken identity.

During the early morning hours of october 31, 1993, two suspects forcibly broke into an apartment in a complex located at 10576 se cherry blossom drive. The two suspects, who were both armed, confronted the apartment residents in the bedroom. The suspects, who both had their faces covered, were shouting that they were the police. During the confrontation with the victim, multiple shots were fired and keith david roby was shot and died at the apartment. Also present in the bedroom was the victim’s girlfriend during the confrontation and firing of the gunshots. She was not injured. The suspects were described as white males, one approximately 30 years old, 6’1” with a medium build and the second one in his early 20’s, 5’8” to 5’9” with short, dark blond hair. Their faces were covered with bandannas. The victim’s girlfriend said she did not know why the suspects came into the apartment, but robbery may have been the motive for the home invasion. Keith roby’s family feel that marijuana trafficking may have played a part in the home invasion and killing of their loved one.

At 1:45 in the morning on june 13, 1980, a fire broke out on the upper floor stairway at the hamilton hotel on the 1000 block of sw 3rd avenue. The portland fire bureau responded and evacuated the building. Firefighters found kim dip chin, a 69-year-old woman, seated in a chair in her room not breathing. Cpr was administered and she was transported to a nearby hospital where she was pronounced dead. An autopsy revealed that she had died as the result of probable smoke inhalation and asphyxiation. Kim chin was a permanent resident of the hotel. She was retired and had managed a different hotel. Arson investigators discovered that the fire had began on the landing of the third floor in the stairwell and accelerants were used.

On may 6, 1986, joseph murawski, a 79-year-old retired businessman, was located at 4066 ne grand ave apt #1 by the portland police. Mr murawski has been assaulted by two subjects. A neighbor became concerned by the actions of the suspects and called the police. When the police arrived, mr murawski told them that his house had been burglarized the day before. The two suspects had come to his house the next day and told him they would return his stolen items if he gave them $50. He gave them a down payment ,but refused to give them the rest of the money until he saw his property. They convinced him to come with them to the grand ave address to get his property. Once there, he was struck from behind and knocked to the floor. The suspects began kicking him while he was down and stole his belongings. They then ran off. Mr murawski described his assailants as #1 – male, african-american, late 20’s/early 30’s, 180 to 190 lbs, light complexion, moustache. #2 – female, african-american late 20’/early 30’s, 140 to 150 lbs, medium build, 1” long natural hair, medium complexion. Investigation revealed that mr murawski had been giving money to many different people in his neighborhood depending on the story he was given. As a result of the assault, mr murawshi was admitted to the hospital. While there, he suffered a brain hemorrhage, never regained consciousness and died approximately 8 weeks later. The medical examiner determined that his death was a result of the beating he received during the robbery at the grand ave address.

On december 6, 1986, at approximately 7:30 pm, four unidentified young women came to the door of a resident on the 2800 block of ne davis street and told her that there was a man sleeping on the sidewalk in front of her house. When the resident did not see the man move, she called police. Police arrived and discovered that james whitacre, a 63-year-old white man, was unconscious and non-responsive. He was transported to a nearby hospital where surgery was performed in an attempt to treat his traumatic head injuries. Mr. Whitacre passed away 14 days later on december 20, due to his injuries. James whitacre was a known alcoholic who frequented bars in southwest and southeast portland. According to those who knew him, mr. Whitacre had no known enemies and lived with a roommate near where he was found. Mr. Whitacre was not known to befriend individuals in bars when he was drinking and had been drinking the night of his murder.

Suspect #1 is described as a vietnamese male, 20 to 25 years old at the time, 5’5” to 5’7” tall, thin build, with short hair and long bangs over his forehead, and a cut on his hand or finger. He was wearing a blood smeared t-shirt, khaki pants and a gold colored wristwatch. Suspect #2 is described as a vietnamese male, 20-25 years old at the time, 5’5” to 5’7” tall, thin build wearing a white shirt and dark pants. The third individual is a person of interest who was with the suspects during the initial altercation at the tavern, but was not present during the shooting. He is described as a vietnamese male, 40-45 years old at the time 5’7”, weighing 175 to 200 pounds with a stocky build and pot belly, bald or balding with a crown of hair, wire-framed glasses and possible mustache. He was wearing a green polo-type shirt and shorts.

For the previous year, she had been traveling with her fiancé who was a truck driver and was pursuing her cdl to assist him. She chose the portland area so she would be able live with and spend time with her eldest daughter and three grandchildren. Glenda was the mother of three children who describe her as “always the funniest person in the room who would give you her last dollar if you needed it. You wouldn’t even have to ask.” even though she battled with addiction off and on, her children recall times where she was clean for years at a time and considered her a good mother. Glenda had several acquaintances in the neighborhood and it is assumed her death was the result of a dispute over drugs. At the time, it is said she had a boyfriend by the name of “richard.” police have very little information about him and have not been able to determine his last name. He is not a suspect at this time, but a person the police would like to speak with about this crime.

On may 22, 1992, at 8:20 p.M., fou saechao was stocking shelves in a market 5020 n interstate ave at approx 8:215 pm when he was confronted by a black male. Words were spoken, the suspect shot mr saechao and fled the market. Mr saechao died of multiple gun shot wounds. On may 25, 1992, at approximately 1:30 am, passersby saw anthony lesina lying on the ground near a phone booth at 1925 n interstate ave. They saw a black male leave in a maroon car, which was later discovered to be mr lesina’s. They checked on mr lesina, saw that he had been shot and called the police. Mr lesina died of a single gunshot wound. On may 25, 1992, at approximately 8:45 pm, kevin waldner was doing dishes in his residence at 4805 n borthwick when he noticed an african-american male in his dining room. This person had not been invited into the house. Mr waldner stepped into the dining room and asked the man if he could help him. The man said no. The suspect then turned toward the front door and mr waldner stepped closer. At this time, mr waldner saw that the suspect was carrying a weapon that resembled a sawed off rifle . Mr waldner said that the suspect pointed the weapon at him, he grabbed the barrel of the gun and they wrestled over the gun. Mr waldner let go of the gun and the suspect stepped back and shot mr waldner in the stomach. The suspect then fled. Mr. Waldner survived the shooting. The suspect in each case is described as an african-american male, 5’6” to 5’9”, 140 to 160 lbs, late teens to early 20’s, wearing a long black athletic jacket and a black baseball cap with white letters. Based upon evidence recovered at each crime scene, detectives believe that the same suspect is responsible for this mini-crime spree.

On june 12, 1991, a female office employee of western school supply, located 5800 ne hassalo street, arrived at work at approximately 7:30 am. Shortly after that, she went into the warehouse portion of the business and as she was walking down an aisle, she saw the body of her co-worker, dewayne ruschman. She called out to ask someone to call 911. Police responded and homicide detectives were called. Detectives observed that the area where mr. Ruschman’s body was found displayed obvious signs of a struggle. They were able to determine that the night before mr. Ruschman’s body was discovered he received a phone call at his home at approximately 10 p.M. And told his wife that he had to go back to work. This was not unusual for him as he was described by his wife and co-workers as a workaholic who often worked long hours and/or returned to work at night. Mr. Ruschman was the manager of the warehouse and in that capacity, sold items from the warehouse to different customers, sometimes for cash. There was currently a sale to the general public going on at western school supply. Detectives noted that mr. Ruschman’s tri-fold brown wallet was missing. The wallet contained cash, identification to mr. Ruschman and numerous credit cards. None of these items have ever been recovered. Mr ruschman was also known to carry cash in his front shirt pocket. Detectives recovered no cash from any of mr. Ruschman’s pockets. An autopsy revealed that mr ruschman died of blunt force trauma. It was also obvious from the autopsy that mr. Ruschman was involved in a struggle prior to his death.

In the early morning of september 3, 1983, at approximately 3:10 am, derreck sherman, a 17-year-old african-american male, was walking across the parking lot of the knickerbocker motel on the 4700 block on n interstate avenue with an associate when a loud noise was heard. The associate looked over to derreck to see him on the ground bleeding from a gunshot. Derreck was transported to emanuel hospital where he died a short time later. Derreck sherman had led a trying life and was living in a foster home at the time of his murder. The day before his death he played basketball, went to a party, had gone downtown, and returned to the motel to sleep. An unidentified white male was seen a short time prior to the shooting. He was described as 18 to 23 years of age, being 5 feet 9 inches to 5 feet 11 inches tall with sandy brown hair and a mustache wearing an army fatigue jacket with blue jeans. They arrived to find 19-year-old deontay morris near the bathrooms in the park dead from gunshot wounds. Morris was in the company of at least two young women at the time, but they were not able to provide a suspect description. It is believed there are at least three suspects involved in this homicide. The shooting of deontay morris is most likely gang-related.
