Description: Operating a Vehicle While Impaired (OVI). Officers responded to West 210 Street near Westgate after receiving a report of an unresponsive driver stopped at a traffic light. Officers found the driver holding an empty liquor bottle and showing signs of impairment. The 40-year-old Cleveland man was transported to the hospital, where he refused a blood-alcohol test. He was charged with OVI, driving under an OVI suspension, and having an open container of alcohol.
