Description: Suspicious Circumstance. Shaylee Kenoyer at the location 9 in the Orland area, requested check the area near her residence for suspicious activity. Kenoyer reported seeing vehicles coming and going all day from the property across the street. advised someone parked in her driveway for approximately 30 minutes and flashed their lights at her mailbox and house before going to the property across the street. a Deputy detailed. a Deputy conducted a check of the area. Nothing suspicious was noted in the area. Deputy contacted an individual who Danielle Springer at the location 9. Springer and Mundy were both ok. Nothing suspicious was noted during the contact.

On August 17, 2016, SHASCOM received a 911 call of shots fired in the area of 3032 Bechelli Ln. in Redding. Responding officers arrived in the area to discover Edwin “Eddie” Phillips, sixty seven years of Redding suffering from multiple gunshot wounds. Phillips was transported via ambulance to a local hospital, where he was pronounced deceased. Investigators later obtained video surveillance from a nearby business, which showed Edwin “Eddie” Phillips entering his business with an unknown subject and exiting a short time later, just prior to the shooting. The subject appears to be of a large stature and was wearing long, baggy shorts and possibly a tank top at the time.Agency
