Description: Public Intoxication: A deputy responded to an intoxicated person report in the area. Information was provided that there was a suspicious parked vehicle that had an odor of marijuana. Upon making contact, the suspect displayed signs of impairment, including a strong odor of marijuana coming from their person, bloodshot eyes, and suspicious behavior. Drug paraphernalia could be seen inside the vehicle. The suspect was subsequently arrested. The suspect was identified as Kelvin Hamilton II, 23, of Stafford. Hamilton II was charged with public intoxication and held at Rappahannock Regional Jail until sober. All marijuana and drug paraphernalia were entered as evidence.
