On thursday, november 30, 2000, at approximately 11:31 p.M., several citizens made 911 calls to the lvmpd regarding an incident that just occurred at the rancho mesa apartment complex located at 2881 north rancho drive, las vegas, nevada 89130. After the responding patrol officers and medical personnel arrived in the area they found the victim, who was later identified as elbert bibbs, behind the wheel of a vehicle he was operating. Medical personnel determined bibbs was beyond medical intervention, and bibbs was later pronounced dead at the crime-scene. From conducting a crime scene investigation and interviewing the available witnesses the homicide detectives learned bibbs was on his way to work as a security officer when an unknown assailant approached and murdered him. Over the course of the investigation none of the interviewed witnesses provided a motive for the crime, and the homicide section detectives have not received information from individuals wishing to remain anonymous, to aid in solving this crime.
