At approximately 2:36 am on september 26, 1991, residents near the intersection of ne 13th avenue and roselawn street heard gunshots and a car speeding away. Shortly after, charles harvey, a 36-year-old african-american male, was found bleeding on the front porch of a nearby house. Portland fire bureau responded and transported mr. Harvey to a local hospital where he later died from a gunshot wound. Witnesses reported seeing a 1970s white 4-door buick sedan with three unidentified african-american men and a late 1960s to early 70s yellow ford pickup with three unidentified white occupants parked nearby minutes before hearing gunshots. At the time of his death, mr. Harvey was employed as a window cleaner by a local company and was reported to have been a regular user of crack cocaine.
