Waters was murdered at approximately 9:55 pm on the evening of february 26, 2001. He was sitting outside his sister's apartment when two masked men approached him from behind the building. One of the suspects was armed with a handgun. The suspects stole waters' wallet and a large amount of cash received from a recent tax refund. During the struggle waters was shot and killed. Both suspects are black males believed to be in their late teens to mid-twenties. Suspect #1 is described as being approximately 5’ 10” tall with a stocky build. Suspect #2 is approximately 5’ 10” tall with a thin build.Agency
