Description: Two men shot outside Liberty Road restaurant. Matthew Tyler Hanks, 52, of Sykesville arrested at scene. Victims Brooks Sandoval, 60, of Hampstead and David Hopwood, 50, of Sykesville taken to trauma center. Hanks charged with two counts of first-degree assault. Handgun recovered.
