The richmond police department has identified the victim in last week’s homicide near jefferson davis highway as samuel flaugher, 19, of the 4200 block of creek way, chester. At approximately 9 p.M. On monday, april 15, officers were called to the 4000 block of meridian avenue for the report of a person shot. Officers responded and found flaugher suffering from an apparent gunshot wound. He was transported to a local hospital with injuries that were considered life threatening. He succumbed to his injuries on thursday, april 18.Agency
