The victim was driving on interstate 264 west through the downtown tunnel with the suspects, headed towards portsmouth, virginia. While in the tunnel the vehicle came to an abrupt stop and the two suspects exited the vehicle on foot, running towards portsmouth. The victim was immediately discovered by other motorists and was deceased in the driver's seat of the vehicle. One of the suspects, appeared to have sustained a significant injury to his face (likely a gunshot wound) and was later killed on april 27, 1995. The other suspect was arrested for the murder of mr. Garner, but the charges were subsequently dismissed when a material witness failed to show up for court. Vicap # 2013vsp00012
