On may 27,1999 at approximately 2250 to 2255 hours the victim advised that he was driving a borrow vehicle west on 27th street north from cincinnati. He advised that at approximately 100 e. 27th street north he heard approximately 10 gunshots. He advsied that he was hit in the back. Results of the injury caused the victim to veer off the roadway and into the house at 112 e. 27th street north. This incident left the victim paralyzed from the waist down. On may 10,2003, the victim died. The medical examiner ruled that the victim died due to complications of the gunshot wound sustained in 1999.Agency
