Officers were dispatched to a shots fired call which was upgraded to a shooting. Officers arrived and located rouser face down next to a silver altima. Rouser had been shot. Rouser was taken to the hospital where he later died. The altima mentioned had the rear passenger window shot out and the frame of the vehicle was struck several times by bullets.Agency
