At approximately midnight on june 19, 1996, officers responded to a call regarding an individual lying in the street near the intersection of n. Willamette and philadelphia avenue. Officers found the individual, 40-year-old alfredo velasquez, a hispanic male, deceased on the street near the support struts of the st. John’s bridge. It appeared he had been run over by a vehicle and possibly strangled. Mr. Velasquez had been employed as a janitor at mervyn’s at the time of his death. He was not known to be involved in drugs or drink alcohol heavily. Witnesses reported hearing an argument between unknown individuals with at least one female and squealing tires just prior to mr. Velasquez’s discovery.
