Early in the morning on june 22,1976, at approximately 1:30 am, richard williams, his wife, and a group of friends were in irving park off of fremont street playing on the swings when an unidentified individual began firing at them from a distance. Mr. Williams, a 20 year-old white man, was hit by one of these gunshots. He and the others ran across the park to their vehicle where he collapsed. He was then transported to a nearby hospital, where he died as the result of the gunshot wound. Richard williams was on active duty in the us navy in bremerton where he was stationed and living with his wife. Mr. Williams and his wife were in the portland area to visit relatives of mr. Williams’ wife. Detectives discovered empty shell casings near the restrooms near the swings in irving park.
