On january 8, 2019, at approximately 0130 hours, officers were dispatched to the area of duluth and juanita to check on a stolen vehicle that had just been stolen out of newport news. Once in the area, officers located the described vehicle with the driver's side and rear driver's side doors open. The vehicle was still running. Officers observed blood all over the rear driver's side door frame on the inside and then observed james deceased in the rear driver's passenger compartment of the vehicle.Agency
