On november 3, 1995, at approximately 10:00 pm, two women just got off the bus on the 1300 block of ne morgan street when they tripped over the victim on the paved pathway in woodlawn park. The victim, jesse tacker, a 38-year-old african-american man, had been shot to death. Jesse tacker was not known to be a violent person and was living in a halfway house nearby. It was reported that mr. Tacker was a known crack cocaine user who stole items to sell in order to further his drug habit.
