John owens jr., b/m, 7/11/1986 on 10/25/2017 at 0807 hours officers responded to independence ave. And elmwood on a reported shooting. The officers located the victim, john owens jr., on the street suffering from gunshot wounds. The officers were also able to locate and stop a vehicle belonging to the victim which had a witness inside. The witness was transported to hq where she provided a statement. Det.
