Justin powell b/m 12/5/1987 on 6-23-2018 at approximately 0049 hours officers were in the area of linwood and agnes on a shots fired call when an officer observed a black vehicle southbound on agnes at linwood. Officers located a deceased black male in the rear of 3108 east linwood, a vacant residence. The suspect(s) fled the scene in an unknown direction by unknown means. Det.
