Morris ramone rivers had just arrived in portland with his girlfriend in early 2003 in order to turn his life around. Mr. Rivers, a 48 year-old african-american male, had lived in the sacramento area where he was reported to be a user of crack cocaine. Weeks after moving to portland on the evening of january 27, mr. Rivers was shot to death in his car by an unidentified african-american male in front of 3512 ne grand ave. Morris rivers was witnessed minutes before the shooting in a heated argument with the same unknown male, possibly regarding money or drugs.Witnesses have described the unknown african-american male as being in his twenties with short hair and a stocky build.Agency
