The cincinnati police homicide unit is investigating the murder of isaac newbill, black male 23 years old of the west end. At approximately 9:23 p.M. On december 17, 2003, cincinnati police were dispatched to the 400 block of charlotte street for a report of a man down. Upon arrival, police found mr. Newbill suffering from a gunshot wound. He was pronounced dead at the scene.Agency
