Waters was murdered at approximately 09:55 pm on the evening of february 26, 2001. He was sitting outside his sister's apartment when two masked men approached him from behind the building. One of the suspects was armed with a handgun. The suspects stole waters wallet and a large amount of cash from a tax return. During the struggle waters was shot and killed. Both suspects are black males believed to be in their late teens to mid twenties. Suspect #1 is described as being 5'10' tall with a stocky build. Suspect #2 is approximately 5'10 tall with a thin build.
