On december 13, 2021, at approximately 1452 hours, officers were dispatched to a shooting at 1000 kecoughtan road. Officers located west lying in the middle of the roadway with a gunshot wound to his torso. Officers located a firearm on the sidewalk near the scene. Witnesses heard shots and observed a black male running from the scene. West was pronounced deceased by medics on scene.Agency
