On 09/19/2012, members of the Directed Patrol Unit were conducting surveillance of Mullinix Park due to continued complaints of alcohol within the park and also littering. Officers of the unit were advised by another officer of two subjects that were consuming alcoholic beverages within Mullinix Park. Upon the subject leaving the park both subjects were placed under arrest for possessing/consuming alcohol within a City Park The first subject was identified as a Larry Lester Kelly 12/05/1969. The other subject was identified as a Charles Hoover Sewell 10/23/1946. Both Kelly and Sewell were placed under arrest for possession/consumption of an alcoholic beverage in a City park and transported to Frederick County Adult Detention Center. Frederick municipal ordinance 6-8 prohibits the possession or consumption of intoxicating beverages while in city parks. The Frederick Police Department is committed to addressing quality of life issues within the city.
