Members of the Frederick Police Department Drug Enforcement Unit were conducting surveillance in the Rt. 40 corridor. Officers observed a vehicle commit a traffic violation in the area of Willowdale Dr. and W. Patrick St. A traffic stop was initiated and officers observed the front seat passenger appear to conceal something. A police K-9 performed a sniff of the vehicle and a positive alert was obtained. The passenger dropped a cigarette laced with PCP and a quantity of marijuana from his pants. A marijuana cigarette was located inside the vehicle and the driver was placed under arrest. Both suspects were transported to the Frederick County Adult Detention Center for an appearance before the District Court Commissioner. Arrestees: Quigg, Keith Charles(Passenger) 11/01/1984 10000blk.
