Arrest - 10XX W. PATRICK ST., FREDERICK, MD

04/27/2012. On this date members of the Frederick Police Department Drug Enforcement Unit were conducting surveillance in the 1000blk. W. Patrick St. Officers observed the driver of a vehicle commit a traffic offense in this area. Officers initiated a traffic stop on the vehicle. During the course of the traffic stop a police K-9 responded and conducted a sniff of the vehicle. The police K-9 alerted officers to the presence of CDS emanating from the vehicle.
The driver identified as Travis Phillips was placed under arrest due to the positive K-9 sniff. He was searched incident to arrest and officers located three bags of suspected heroin inside the vehicle. Additionally, officers located related paraphernalia on his person. Phillips was transported to the Frederick County Adult Detention Center for an appearance before the District Court Commissioner.
